The Carroll County General Health District permits the installations and alterations for Private Water Systems (PWS) in Carroll County. Private Water Systems include the following:
- Water Wells
- Springs
- Rainwater Cisterns
- Ponds
- Holding Tanks
That provide potable water for human consumption and supplies water to:
- 1,2, and 3 Family dwellings
- Multiple dwellings on the same or adjacent property
- Buildings including barns, small businesses, churches, etc.
- Small manufactured home parks or campgrounds
Private Water System Contractors are only allowed to install or alter a private water system. PWS Contractors are registered annually with the Ohio Department of Health. For a list of registered PWS Contractors please visit the following link:

Environmental Health Specialists (EHS) of the Carroll County General Health District ensure private water systems are installed in compliance with the rules established for the safety of consumption of the potable water supply.
After a private water system’s installation or alteration, and disinfection has been completed, an EHS will sample the water and it will be sent to an Ohio Environmental Protection Agency Approved Laboratory for testing.

The sample will be tested for bacteria called total coliform and E. coli.
The CCGHD also provides water sampling services for lead, nitrates, and nitrites if requested.
