Body Art establishments in Carroll County are required to be licensed and inspected annually by the Carroll County General Health District. This is to ensure the facility is in compliance with the rules and is providing safe and sterile procedures that will prevent disease transmission of blood-borne pathogens and protect the public from injuries.
Permanent cosmetics are considered tattoos, which includes but is not limited to eyebrows, eyelids, lips and other parts of the body for beauty marks, hair imitation, lash enhancement or areola repigmentation.
